Barbarah Torres

Senior Associate

Since joining TPA, Barbarah has leveraged her extensive expertise and experience in the areas of grant writing and administration to develop competitive grant program applications and secure critical state, federal, and local funding for clients’ priority projects. With robust relationships with key state and federal agency representatives, including in the Department of Transportation, Federal Emergency Management Agency, Environmental Protection Agency, California Energy Commission, and California Natural Resources Agency, Barbarah is a skilled advocate that is able to quickly and effectively navigate complicated program guidelines and administration requirements while mitigating unnecessary burdens on clients.

  • Barbarah develops detailed grant opportunity matrixes for a variety of TPA clients to ensure proactive engagement on all relevant funding opportunities.
  • Barbarah expertly tailors grant narratives to align closely with project details and program requirements in order to maximize success and ensure client competitiveness.
  • Barbarah has valuable experience coordinating community engagement and outreach efforts to strengthen project applications and ensure local support.

Grant Management:

  • Barbarah has experience managing billions of dollars of state and federal grant funds for California projects, including the $2 billion Otay Mesa East Port of Entry project.
