Elisa Arcidiacono

Senior Associate

Since joining TPA, Elisa has worked diligently with clients to develop their legislative advocacy agendas in Sacramento to secure legislative and funding success.

Public Safety:

  • Elisa helped shepherd AB 662 (2022) into law, which supports the implementation of peer to peer suicide prevention training for firefighters and other first responders.
  • Elisa has experience advocating for critical funding for municipalities and fire departments, including through the Assistance to Firefighters (AFG) grant program administered by the Federal Emergency Management Agency and the Tobacco grant program administered by the California Department of Justice.
  • Elisa helped shepherd AB 2645 (2024) into law to increase information sharing between law enforcement officials and tolling agencies to support the locating of missing persons.

Housing and Homelessness:

  • In the 2017-2018 State Budget, Elisa helped secure $10 million in critical funding to provide transitional housing for youth experiencing homelessness.

Community Development:

  • Elisa worked with the City of Costa Mesa to transition a state-operated facility into a collaborative project that includes the City’s priorities. Elisa coordinated with key decision-makers, including the Director of the Department of General Services (DGS), to advocate for the City’s position regarding Fairview Developmental Center. Leveraging the firm’s policy and legislative expertise, TPA helped the City craft trailer bill language that was ultimately adopted as part of the FY 2022-23 State Budget while also securing $3,500,000 in funding for the City.

Local Governance:

  • Elisa and TPA helped to successfully secure a state audit request of the State Department of Health Care Services (DHCS) and its management of sober living homes. Elisa worked with city clients and state legislative staff to help craft the state audit request of DHCS and advocated to members of the Joint Legislative Audit Committee (JLAC). The request was approved unanimously by the JLAC and has directed the State Auditor to conduct its investigation to provide a resolution for multiple cities across the state.
