Since joining TPA, Spencer has worked to connect California municipalities to state and federal representatives and agency officials, as well as shepherd bills through the legislative process and protect clients from harmful legislation. Spencer is a diligent advocate with extensive legislative experience and strong networks that are leveraged for client priorities and positive community impacts.

Local Governance & Relationship Building:
- Spencer advocates for Central Valley communities by advancing Community Project Funding requests, identifying fiscal opportunities, and supporting local governments in expanding their capacity and operations to create safer and more resilient communities.
- Spencer has leveraged his seven years of experience in the California State Legislature to build strong networks between California and Washington, D.C., enabling effective advocacy for TPA clients at both the state and federal levels.
- As Legislative Director for Assembly Member Vince Fong, Spencer successfully guided multiple bills through the legislative process and secured critical funding for water and economic development projects in the Central Valley.
- Spencer collaborated with state agencies and stakeholders on innovative proposals to alleviate congestion at coastal ports, resume agricultural exports, and improve goods movement across California.
- Spencer played a key role in preventing the closure of a rural critical-access hospital by working with the Housing and Urban Development Department to ensure continued healthcare access for underserved California residents.
