In Memoriam: Colonel John (Jack) V. Foley

A Note from Christopher Townsend:

“The water policy leadership of California as well as the community at large suffered a major loss with the passing of Col. Foley.

I worked with Col. Foley frequently in the 1980’s in my role as Vice President of Public Affairs for Stein-Brief Group, a real estate company that developed many projects in the service area of Moulton Niguel Water District. I hardly saw him at all over the next two decades as my career took me in a different direction. But as we came to build a practice with water agencies at Townsend Public Affairs, I was delighted to reconnect with him and rekindle a modest yet satisfying relationship.

He was a wonderful man with a magnanimous heart and the intelligence and tenacity to match it. I hope one day I can earn a reputation similar to his and many others I’ve had the privilege to work with”
